1. Abnormal Loads
There are 2 Permit Schemes for the movement of Abnormal and Indivisible Loads, one administered by Local Authorities and one administered by An Garda Siochana.
An Abnormal Load is where the weight or any dimension of the load exceeds the maximum permissible for the particular type of vehicle, as set down in the Road Traffic (Construction & use of Vehicles) Regulations 2003 (S.I. No. 5 of 2003), as amended and where the height of the vehicle (including load) exceeds 4.65 metres, as set down in the Road Traffic (Construction and Use of Vehicles) (Amendment) Regulations 2008 (S.I. No. 366 of 2008) A local authority may in accordance with Section 13 of the Road Traffic Act 1961 and the Road Traffic (Special Permits for Particular Vehicles) Regulations 2007 (S.I. 283 of 2007) issue a Permit authorising particular vehicles, which contravene the maximum weight, height and dimensions of mechanically propelled vehicles and trailers set down in the relevant Legislation, to be used on public roads.
Garda Permit
Garda Permit applies only to designated routes, as set out under the Road Traffic (Specialised Vehicle Permits)(Amendment) Regulations 2010, i.e. major inter-urban routes. The combined weight of the vehicle and load does not exceed the maximum limits set out in the Road Traffic (Construction and Use of Vehicles) Regulations 2003, as amended,
• The vehicle/load does not exceed 27.4m in length
• The vehicle/load does not exceed 4.3m in width
• The vehicle/load does not exceed 4.65m in height

Louth County Council Abnormal Loads Permit
This Permit is required for all roads, (including roads designated under the Road Traffic (Specialised Vehicle Permits)(Amendment) Regulations 2010 for Garda Permits, for vehicles and loads which do not qualify under the Garda Permit Scheme, and in either or all of the following cases:
• the weight and dimensions of the vehicle exceed the maximum permissible limits set out in the Road Traffic (Construction & use of Vehicles) Regulations 2003, as amended and/or
• The vehicle/load exceeds 4.65m in height
Fee
Per load €60, Three months permit €150, Annual Permit €500

2. Skip Permits
This Licence will only apply to areas within the jurisdiction of Louth County Council.
Where it is proposed to place a Skip on or near a carriageway a Work Method Statement / Traffic Management Plan, which includes the following, must be submitted: Proposed arrangements to ensure minimum impact on traffic flow.
Where it is proposed to place a Skip on or near a footpath a Pedestrian Management Plan, which includes the following, must be submitted: Arrangements for Pedestrian Diversions including proposals for temporary footpaths, ramps, signage, fencing etc.
Fee
A charge of €25.00 per day or part thereof for a skip less than 5 metres in length or €50.00 per day for roll on/roll of skips is payable in advance unless works are deemed residential. Where a skip is placed on a pay & display space there is a charge of €12.35 per space per day.
Please note that delivery/collection of skip/skips will not be permitted between the hours of 8.30am and 6.00pm

3. Hoarding/ Scaffolding/ Fencing Licence
Section 254 of the Planning and Development Act 2000 governs the issuing of a Hoarding, Fencing or Scaffolding Licence.
The Authority may grant a licence for the construction of hoarding, fencing or scaffolding on a public road. A person applying for a licence shall furnish to Louth County Council (Authority), such plans and other information concerning the position, design and capacity of the structure as the authority may require.
A licence may be granted for such period and upon such conditions as the Authority may specify. Where in the opinion of the Authority the structure causes an obstruction or becomes dangerous, the Authority may by notice in writing, withdraw the licence and require the licensee to remove the structure, at his or her own expense.
Fees
A charge of €1,250.00 per year will apply for all hoarding, scaffolding/fencing on or adjoining a public roadway. Where the hoarding, scaffolding or fencing is to be in place for a period of less than one year a charge of €125.00 per month, or part thereof, will apply. Where the hoarding, scaffolding or fencing is to be in place for a period of more than one year, the fee shall be €1,250.00 per year or part thereof.
