Community safety is about people being safe and feeling safe in their own communities.

The Department of Justice has developed a new Community Safety Policy inspired by a key principle from the 2018 Commission on the Future of Policing (CoFPI) report: policing is not solely the responsibility of An Garda Síochána. Instead, a strategic partnership approach that brings together various service providers and the community can significantly enhance safety and the sense of security for residents.

This updated approach goes beyond traditional policing, requiring cooperation among state bodies, voluntary organizations, and local communities. Together, they work in partnership to identify, prioritize, and address safety issues specific to their areas. The goal is to promote greater community involvement and empowerment by encouraging all community sectors to collaborate in creating safer local environments across Ireland.

The Local Community Safety Partnership (LCSP) aims to unite relevant organizations and local communities in a cooperative effort, focusing on concerns raised and prioritized by residents. The LCSP will include representatives from Louth County Council, local Councillors, An Garda Síochána, community groups, businesses, education sectors, and statutory agencies such as TUSLA and the HSE.

Each LCSP is tasked with developing and implementing a tailored community safety plan, taking a strategic and coordinated approach to resolving local safety issues. This ensures challenges are addressed collectively by service providers in partnership with the community.

The Policing Security and Community Safety Act 2024, which took effect on April 2, 2025, formally established the LCSPs on a legal basis. Thirty-six Partnerships will be launched nationwide.

Membership of the Louth LCSP is configured to give the broadest representations across sectoral interests, demographic and community interests in Co Louth, to achieve the best community safety outcomes.

The Louth LCSP is supported by a dedicated local community safety coordinator, Ms. Therese McArdle, and an administrator, Mr. Alan Minto, both posts are funded by the Department of Justice.
