Packaging Waste Regulations

The Packaging Regulations place a legal responsibility on businesses and companies to ensure packaging waste does not go to landfill but is instead made available for recycling. The overall aim of the regulations is to promote the reduction, reuse and recycling of packaging waste.

The Packaging Regulations impose regulations on companies that place packaging, packaging material or packaged products on the Irish market.  All Producers must segregate their packaging waste arising on site into specified waste streams and ensure that it is recycled or recovered.  Producers with a turnover of €1m that place 10 tonnes of packaging on to the market (Major Producer) are further obliged to join the Repak packaging compliance scheme.  Repak operates Ireland’s only existing approved body for packaging and packaging waste under approval from the Minister for the Environment, Climate and Communications. Previously, producers had the option to 'self-comply' under local authority oversight. However, this has been removed to ensure ‘major producers’ comply with their EPR obligations.
