Chief Executive’s Report on submissions/observations to Issues Paper for the Pre-Draft Stage of the Louth County Development Plan 2027-2033

A Chief Executive’s Report has been prepared on under Section 11(4)(a) of the Planning and Development Act 2000 (as amended) on submissions received during the public consultation period for the Pre-Draft Strategic Issues Paper for the new Louth County Development Plan 2027-2033.This Report forms part of the statutory procedure for the preparation of the Louth County Development Plan 2027-2033. A total of 463 submissions were received during the public consultation.  This Report was circulated to the Elected Members for their consideration on the 22nd January 2026. The Report is available for viewing here.

Notice of Intention to Review the Louth County Development Plan

Notice is hereby given pursuant to Section 11(1) of the Planning & Development Act 2000 (as amended) of the intention of Louth County Council to commence its review of the existing Louth County Development Plan 2021-2027 and to prepare a new Louth County Development Plan for the period 2027-2033.

 The preparation of the new County Development Plan shall be strategic in nature for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the Development Plan and the Core Strategy.

 Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA)

 The Planning Authority will carry out a Strategic Environmental Assessment (SEA) as part of the review process, pursuant to Article 13B of the Planning and Development (SEA) Regulations 2004 (S.I. No. 436 of 2004), as amended by the Planning and Development (SEA) (Amendment) Regulations 2011 (S.I. No. 201 of 2011).

 For this purpose, the Planning Authority will prepare an environmental report of the likely significant effects on the environment of implementing the new plan. The provisions of Articles 13C to 13J of the SEA Regulations (as amended) shall apply while undertaking the SEA.  Stage One Appropriate Assessment (AA) Screening (and Stage Two AA, if required), pursuant to Article 6 of the Habitats Directive 92/43/EEC and the Planning and Development Act 2000 (as amended), and Strategic Flood Risk Assessment, in compliance with “The Planning System and Flood Risk Management Guidelines for Planning Authorities” (2009), will also be carried out as part of the review process.

 Public Consultation & Strategic Issues Paper

Members of the public are invited to make submissions/observations during the public consultation period for the review of the Louth County Development Plan 2021-2027 and the preparation of the NEW Louth County Development Plan 2027-2033 from Tuesday23rd September until 4.00pm on Friday 21st November 2025 (both days inclusive)

In order to stimulate debate and encourage participation in this process, a Strategic Issues Paper is available for inspection to view or download during normal opening hours from Tuesday 23rd October to 4.00pm Friday 21st November 2025 (both dates inclusive) at the following locations:

Making a Submission

Submissions and observations in relation to the review of the Louth County Development Plan 2021-2027 and the preparation of the new Louth County Development Plan 2027-2037 are invited during the initial public consultation period, from Tuesday23rd September to 4.00pm on Friday 21st November 2025 (both dates inclusive).  Submissions/Observations must include the name and address of the person/organisation making the submission/observation and may be made in the following ways:

 Submissions should be clearly marked “Development Plan Review”. Please note that late submissions cannot be accepted. All such submissions lodged within the above period will be taken into consideration prior to the preparation of the Draft County Development Plan.

 In respect of making a submission please note the following:

  • Submissions/observations should include your name and may include address, a map (for identification purposes) and, where relevant, details of any organisation, community group or company etc., which you represent.
  • Submissions/observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of County Louth may be made within the specified period. Submissions/observations at this stage of the overall Plan-making process should be strategic in nature and focus on ‘big picture’ issues.
  • Children, or groups or associations representing the interests of children, are particularly encouraged to make submissions or observations regarding the foregoing.
  • As the overall Plan-making process advances the Planning Authority intends to review the zoning of the area of the Development Plan, for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and sustainable development of (i) the area of the Development Plan, and (ii) the Core Strategy.  Requests or proposals for the zoning of particular land, for any purpose, cannot be considered at this Pre-Draft stage of the County Development Plan. These matters will be considered during the Draft Plan stage of the overall process.
  • Please be advised that all submissions received will be published online in accordance with the requirements of the Planning and Development Act 2000, as amended, and will be summarised in the Chief Executive’s Report, which will be published. You should ensure that no vexatious, libellous or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof that does not comply with this requirement. Please be advised that the submission will be published in full.
  • Please make your submission by one medium only i.e. in writing or online. This will avoid the duplication of submission reference numbers and will streamline the process.
  • Louth County Council is subject to the provisions of the Freedom of Information (FOI) Act (as amended). At a Council Meeting on the 20th October 2025 the elected members agreed, by resolution, to adopt Variation 3 to the Louth County Development Plan 2021-2027. This Variation comes into effect the day it is made.

 A Chief Executive’s Report has been prepared on submissions received during the public consultation of proposed Variation No. 3 of the Louth County Development Plan 2021-2027. This Report forms part of the statutory procedure for the preparation of the proposed Variation. Proposed Variation (No. 3) to the Louth County Development Plan 2021-2027 (as varied)

In accordance with Section 13(2) of the Planning and Development Act 2000 (as amended), Louth County Council is proposing a variation of the Louth County Development Plan 2021-2027.

The reason for this proposed Variation is:

To update the Louth County Development Plan 2021-2027 (as varied) to take account of the Dundalk Local Area Plan, as adopted, and ensure consistency between the Plans. The proposed Variation will include amendments to the following elements of the County Development Plan:

  • Volume 1 – Written Statement
  • Volume 1A – Zoning and Flood Zones and Composite Maps for Dundalk
  • Volume 3 – Appendices
  • Volume 5 – Strategic Flood Risk Assessment

Proposed Variation No. 3 of the Louth County Development Plan 2021-2027 is accompanied a Strategic Environmental Assessment (SEA) Screening Report and associated SEA Screening Determination, prepared in accordance with the Planning & Development (Strategic Environmental Assessment) Regulations 2004 (as amended). Proposed Variation No. 3 is also accompanied by an Appropriate Assessment (AA) Screening Report and associated AA Screening Determination prepared in accordance with Part XAB of the Planning & Development Act 2000 (as amended). 

A copy of proposed Variation No. 3 of the Louth County Development Plan 2021-2027 (and associated SEA and AA Screening documents) will be available for inspection, from Wednesday 30th July 2025 until 4pm on Thursday 28th August 2025, at the following locations:

Drogheda Joint Local Area Plan

Report on Submissions to the Pre-Draft Issues Paper

The Report on Submissions received in response to the Drogheda Issues Paper has been finalised. This Report was prepared jointly by Louth and Meath County Council staff and can be viewed here.

Pre-Draft Issues Paper

Louth County Council in partnership with Meath County Council are commencing the preparation of a Joint Local Area Plan for Drogheda. You are invited to get involved and to help shape the future of the town.

This Plan will set out a land use strategy for the future growth and sustainable development of Drogheda, focusing on issues including population and economic growth, delivery of housing and community facilities, regeneration of vacant and under-utilised lands, the potential impacts of climate change, environmental protection, and investment in transportation and water services infrastructure.

To encourage participation and engagement in the process a Pre-Draft Issues Paper has been published. This Issues Paper gives a broad overview of the challenges and opportunities in Drogheda in the coming years.

This consultation provides the opportunity for you to submit comments and suggestions on the topics raised in this Pre-draft Issues Paper and any other themes you consider relevant to the preparation of the Plan.

Dundalk Local Area Plan 2025-2031

The Dundalk Local Area Plan was adopted by the members at a Special Council Meeting on the 6th March 2025. The Plan comes into effect on the 17th April 2025.

In order to ensure the Local Area Plan and County Development Plan are aligned a Variation to the County Development Plan will be required. Until this Variation has been adopted the Louth County Development Plan will take precedence over the Local Area Plan. A timeline for the publication of this Variation will be provided in due course.

Two Year Progress Report on the Louth County Development Plan 2021-2027

In accordance with the requirements of section 15(2) of the Planning and Development Act 2000 (as amended) a report has been prepared on the progress made in securing the objectives of the County Development Plan. This Report can be viewed by clicking here.

Consolidated Louth County Development Plan 2021-2027 (incl Variations 1, 2 and 3)

The Louth County Development Plan 2021-2027 was adopted by the members of Louth County Council at a Special Council Meeting on the 30th September 2021. The Plan came into effect on the 11th November 2021.

The Louth County Development Plan has been updated to include for Variation No. 1 (adopted on 18th July 2022), Variation No. 2 (adopted on 20th May 2024) and Variation No. 3 (adopted on 29th October 2025).

This Plan provides a framework for the growth and development of the County during its lifetime with an underlying and cross cutting theme promoting the creation of sustainable, healthy communities where people can access jobs, housing, and services, and enjoy a high quality of life.

Included in this Plan are Zoning and Flood Maps and Composite Maps for all settlements in the County in addition to policy objectives and Development Management Guidelines applicable in the design and assessment of planning applications.

As a point of clarity the Louth County Development Plan 2021-2027 has superseded the following Development Plans/Local Area Plans:

  • Drogheda Borough Council Development Plan 2011-2017
  • Dundalk and Environs Development Plan 2009-2015
  • Ardee Local Area Plan 2010-2016
  • North Drogheda and Environs Local Area Plan

Whilst the Dunleer Local Area Plan 2017-2023 remains in place any aspect of this Local Area Plan that is in conflict with the Louth County Development Plan 2021-2027 (such as the Zoning and Flood Map and Composite Map or any of the policy objectives or design standards/guidance) shall cease to have effect.

In accordance with Section 13(2) of the Planning and Development Act 2000 (as amended), Louth County Council is proposing a variation of the Louth County Development Plan 2021-2027.

The reason for this proposed Variation is:

To update the County Development Plan to take account of the Guidelines ‘Sustainable Residential Development and Compact Settlements Guidelines for Planning Authorities’ published by the Department of Housing, Local Government and Heritage in January 2024 and issued under Section 28 of the Planning and Development Act 2000 (as amended). Section 28 provides that planning authorities shall have regard to Ministerial Guidelines and shall apply any specific planning policy requirements (SPPRs) of the Guidelines, within the meaning of Section 28 (1C) of the Planning and Development Act 2000 (as amended), in the performance of their functions.

Proposed Variation (No. 1) to the Louth County Development Plan 2021-2027

In accordance with Section 13(2) of the Planning and Development Act 2000 (as amended), Louth County Council is proposing a variation of the Louth County Development Plan 2021-2027.

The reasons for this proposed Variation are:

  1. To update the County Development Plan to take account of the methodology and housing projections as set out in the Section 28 Guidelines ‘Housing Supply Target Methodology for Development Planning’ and the ‘Projected Housing Demand by Local Authority Area 2020-2031 – ESRI NPF Scenario Housing Supply Target’ provided by the Department of Housing, Local Government and Heritage in December 2020. This will ensure that the housing provision in the Development Plan is consistent with, and aligned with, national and regional policy.

  2. To update the County Development Plan to ensure it is consistent with Part V of the Planning and Development Act as amended by the Affordable Housing Act 2021.

Proposed Variation No. 1 of the Louth County Development Plan 2021-2027 is accompanied a Strategic Environmental Assessment (SEA) Screening Report and associated SEA Screening Determination, prepared in accordance with the Planning & Development (Strategic Environmental Assessment) Regulations 2004 (as amended).
